   SADC - Statement of Gambling Principles Consultation    August 13, 2015

The Gambling Act 2005

The Council regulates the provision of premises for gambling (for example, betting shops, bingo halls, amusement arcades), the provision of gaming machines in clubs and alcohol licensed premises and small society lottery registration.

The Council must review and adopt a Statement of Licensing Principles every three years, the policy details how the Council will undertake its licensing functions.  The current Statement of Licensing Principles has been in effect since 1st January 2013, therefore the Council has undertaken a review. The proposed policy sets out the approach the Council will take when determining applications for new licences, variations and reviews. 

A summary of the changes to the Statement of Policy:

 

  • Updated Gaming Machines schedule at Appendix B to show the changes to maximum stakes and prizes
  • The resolution do have no casino rule for the District will need to be reconsidered by the Council
  • Reference to Local Area Profiles (LAPs) added in preparation for the requirements coming into force in April 2016
  • Safeguarding details clarified at page 31
  • Staffing requirements specified at page 29
  • Generally re-arranged to make it easier to follow

The Statement of Licensing Principles is open to public consultation between 13th August 2015 and 8th October 2015; a copy of the policy is available on the Council’s website;
